On the evening of May 14, 2025, the Missouri Senate passed House Bill 567, effectively repealing Proposition A. With the passage, the Bill will now go to Governor Kehoe’s desk for signature. Although an emergency clause, which would have placed the Bill on Governor Kehoe’s desk immediately, was contained within the Bill, that provision was not passed. It is anticipated that Governor Kehoe will sign the Bill. As a result, once he signs the Bill, the repeal will be effective August 28, 2025.
What does this mean for you as an employer, assuming Governor Kehoe signs the Bill?
- As of August 28, 2025, Missouri employers will no longer be subject to a paid sick leave accrual mandate.
- Until August 28, 2025 Missouri employers should continue to adhere to the requirements of Proposition A, including the accrual of Paid Sick Leave.
- Under the revised Bill, the minimum wage increases of $13.75, effective January 1, 2025, and the next increase of $15, effective January 1, 2026, are still required.
What now?
Employers should review their handbooks to ensure they have reserved the right to amend or modify its provisions and consider the impact of repealing such policies.
